Abstract: | With the new climate goals, the EU has set ambitious goals and to reach them, drastic revisions to existing regulations are necessary. One of them is Regulation (EU) 2019/1242, which focuses on the revision of CO2 standards for Heavy Duty Vehicles. Many lobbying efforts have been taken by companies, business associations, public institutions, and NGOs with hopes of changing the policy process in their own favour. This thesis provides an in-depth view of the discussion around the new emission standards by analysing the formation of advocacy coalitions and measuring their success in exerting lobbying influence on EU decision-makers within the European Commission by analysing the public consultation conducted by the EC. To do so, both the Advocacy Coalition Framework and measurements of Preference Attainment are deployed and the existence of coalitions within the policy subsystem around Regulation (EU) 2019/1242 is explored before then elaborating on the deployed strategies by actors and measuring the success thereof. Especially the automotive industry appears to attain their preferences to the highest extent by making use of varying strategies and venues to convey their arguments to the decision-makers. |
