| Abstract: | An ex ante evaluation of the expected effects of the new citizenship education policy on the basis of the previous citizenship education policy, the intentions of the legislator, the reactions of schools and teachers and their implementation. The theoretical basis of this study is the principal-agentdilemma, streetlevel bureaucrats and the policy cycle. With document analysis and interviews with schoolleaders and teachers an answer to the following question will be formulated: Will the 2021 policy set by the legislator in the field of citizenship education in Dutch secondary education lead to the results intended by the legislator? |
