Abstract:This thesis researched the topic of deliberative civic forums as a possibility to generate policy support with a focus on the influence of forum participation on the policy perception of participants, as this topic is underrepresented in literature. This was explored at the example of the Bürgersymposium, a deliberative civic forum that contributed to the policy-making process of the City of Münster’s bicycle policy: Radverkehrskonzept 2025. A case study into Münster’s bicycle policy and the Bürgersymposium was conducted, as well as a set of interviews with participants of the Bürgersymposium and a set of interviews with non-participants, to answer the research question: In what way is there a connection between participation in the Bürgersymposium during the policy-process of Münster’s ‘Radverkehrskonzept 2025’ and the participants’ perceptions of the final policy? The interviews were conducted based on the results of the case study and evaluated for differences in the influences on the policy perception of participants and non-participants. The results suggest that forum participation adds another dimension of influence on policy perception. Participants also developed a stronger and more detailed connection to the policy. This could help to generate policy support.
