Abstract: | A capacity allocation policy is established to assign rail operators to tracks at railway yard Watergraafsmeer. ProRail aims to enhance its capacity allocation approach by formulating a policy tailored to rail operators' needs. A mathematical model has been devised to determine the optimal allocation of trains to tracks, with the goal of minimizing the number of rejected trains of rail operators. A policy is derived from the model results to determine the appropiate assignment of operators to tracks. Additionally, a second policy, devised through expert opinions within ProRail, asserts that the allocation of tracks to individual rail operators should be maximized. By comparing the formulated policies with existing ones and conducting policy evaluation and sensitivity analysis, a decision is reached regarding which policy ProRail should implement for railway yard Watergraafsmeer. |
