Abstract: | Circular economy (CE) principles advocate for the reduction of waste and the continual use of resources, creating a closed-loop system that minimises the environmental impact while promoting economic growth and sustainability. Small and Medium Enterprises (SMEs) play a crucial role in this system due to their agility, innovation capabilities, and significant contribution to employment and economic development. This research explores the role of SMEs in increasing the effective development of Hubs for Circularity (H4C) using a non-parametric approach, Data Envelopment Analysis (DEA). This approach offers a robust framework by enabling the evaluation of multiple inputs (e.g., resource consumption, investment in technology) and outputs (e.g., waste reduction, economic output) to identify efficient and inefficient practices in organisations and regions. The use of this analysis allows for identifying not only the efficient practices of SMEs but also areas where regions can improve their circular practices. The insights gained from DEA analysis aim to guide SMEs in adopting and refining circular practices that enhance the development of H4C and maintain an entrepreneurship focus. The outcomes of this research are expected to provide guidelines on indicators, regional development, and policymaking, designed to help SMEs and their stakeholders improve circularity and support the development of H4C through their application. |
