Abstract:This thesis research describes the simulation of near future land use changes in the Poas canton in Costa Rica. For simulating the land use changes the CLUE-S model (Conversionof Land Use and its Effects at Small regional extent) is used. The main objective of this research is to provide an overview of the possibilities and limitations of the application of the CLUE-S model on cantonal level in Costa Rica. Achieving maximum precision is not an objective of this research. An application of the CLUE-S model on the Poas canton is evaluated using a modified version of the risk evaluation criteria of Covello & Merkhofer (1993). It is concluded that both the model and the potential users are not ready for a successful implementation. The model lacks an easy-to-use interface and has problems incorporating discontinuities in trends. The potential users lack experience with computational methods and limited knowledge of English reduces the changes of acquiring the knowledge out of the model documentation. The low chances for success do not justify the necessary investment of time and effort. Furthermore the possibility that failure during implementation could lead to a set-back, makes a test application aimed at achieving maximum precision not desirable. However, the developments of CLUE-S (or eventual new land use cover change models) should be closely monitored. A similar model, but aimed at policy makers / incidental users could be a great tool for enlightenment and policy assessment.
