Providing Information for the implementation of hybrid learning in Dutch Pre-vocational secondary education

To improve technical education in Dutch pre-vocational secondary education Strong Technical Education (STO) was introduced. STO supports regions monetarily but expects local businesses to support local education as well. Some regions achieved this by applying a form of network learning called hybrid learning. These regions formed networks consisting of local schools and businesses that work together to provide a learning environment for technical students. In order to improve the technical support and the method of hybrid learning by making the implementation of the method easier, this study explored: How can information be provided to stakeholders to support the initial creation of networks for hybrid learning in pre-vocational secondary education? To answer this question a prototype was developed with user input gathered through a focus group and interviews. This resulted in a hybrid card set that supports the creation of networks by encouraging face-to-face communication, providing information, and stimulating problem-solving. The set was evaluated by the user group. Respondents found the hybrid card set a clear and useful tool that helps them learn about hybrid learning while discussing it. However, future iterations need to do more to support facilitators.
