Abstract: | This qualitative content analyses study analyses the considerations behind the approaches to solving the issue of drug shortages since 2020 from a waltzian realist and neoliberal perspective for the cases Germany and the Netherlands. Furthermore, the neoliberal concepts of sensitivity and vulnerability are used as an extra explanatory dimension. By analysing data from parliamentary debates and industry statements to regulations, this thesis finds that both cases do not see drug shortages as a clear security issue. Still, waltzian considerations are dominating in both cases. However, both countries emphasize reducing sensitivity to drug shortages through neoliberal measures like regulatory adjustments for discount agreements on generic drugs and mandatory stocks of drugs. Neither country is able to lower their vulnerability to drug shortages alone due to the complexity of pharmaceuticals. Both countries are interested in increasing domestic and European production, with the Netherlands truly facilitating European cooperation. |
