Abstract:This thesis examines the governance challenges posed by the Russian-linked "Doppelganger" disinformation campaign within the European Union. It analyzes the effectiveness of current public policy measures and institutional responses in countering this threat to democratic processes. Using data from the @antibot4navalny group spanning November 2023 to May 2024, the study employs a mixed-methods approach to investigate the campaign's operations and evaluate policy implementation across multiple EU member states. The research reveals significant gaps in the enforcement of existing regulations, including the Digital Services Act and sanctions against Russian entities. It highlights inconsistencies in responses from social media platforms, domain registrars, and national authorities, exposing weaknesses in cross-border cooperation and policy coordination. The study argues for a more integrated approach to digital governance, emphasizing the need for enhanced institutional capacity, improved information sharing mechanisms, and stronger accountability measures for online platforms. It provides policy recommendations to strengthen the EU's resilience against state-sponsored disinformation, including proposals for harmonizing enforcement practices and developing more agile regulatory frameworks.
