Abstract:This study looks at safety around soccer matches in the Twente region. This region is home to two major professional soccer organizations. It is of course important to know what is going on nationwide, which is why a national inventory will be conducted first. National and local policies differ, making this step essential. Then, through data collection via experts in the field, it will be explained what the situation in Twente is like now, how policies fit in with this, what the challenges are, and what recommendations arise from this. This research shows that local policies on soccer safety are essential. The research shows that, besides of course some similarities, there are differences between national problems and local problems, which therefore also require different approaches at the local level. This research shows that there are 5 major problems/challenges at the local level in the Netherlands. These are in the areas of stakeholder collaboration, substance abuse, visiting supporters in home sections, European matches, and prohibited items inside the stadium. In the conclusion of this study recommendations are made to deal with these challenges. These recommendations include, among others, improving cooperation between stakeholders through honest communication about their own priorities, so that policies can be jointly developed to ensure a safe and festive match environment for supporters, while considering the interests of local authorities and clubs. A second recommendation is to seriously consider the Routine Activity Theory and Procedural Justice Theory in policy making. This research has shown that these are intertwined with each other and can explain many outcomes, and thus help in policy making. Finally, a recommendation is made regarding the use of X-Ray technologies to better control access to the stadium, thus creating a safer environment within the boundaries of privacy laws. In this study, you as the reader will be taken through the national situation, the local situation through the eyes of experts, the challenges and recommendations that follow, and finally my own perspective on the future of local policy in Twente.
