Abstract:This thesis aims to give insight into the policy of municipalities towards sustainable energy, especially the generation of electricity by wind energy. The climate change and international agreements about the reduction of CO2-emission and the policy of the (local) authorities on this topic are the motives for this thesis. This thesis is written to finish my study Public Administration at the University of Twente. This thesis is focused on the wind energy policy in the municipalities in three provinces in the Netherlands. The Dutch government has defined goals that have to been reached in 2020. The main research question in this thesis reads as following: ‘What is the policy of municipalities in the provinces Noord-Holland, Friesland and Zeeland on sustainable energy, especially wind energy and how can developers facilitate the municipalities in their policy?’ The main term in this question is ‘policy’. In a literature study we have chosen the definition of policy defined by Hoogerwerf. His definition reads as following: ‘the strive to reach definite goals with definite instruments and in a definite time sequence’. Important in this definition is that it contains three key elements: goals, instruments and time sequence. We examined the policy of the municipalities on these three elements. The data has been gathered through desk research and structured interviews. On the basis of these data the municipalities are classified in five levels of ambition. These levels of ambition give an indication to which extent municipalities have formulated policy for energy and climate. This classification is important for the possibilities of a developer to facilitate a municipality. 55% of the municipalities say in their policy that they want to do something about generation of electricity. But only one municipality uses the three key elements in their policy. The activities of a developer to facilitate the policy of the municipality are different for each level of ambition. The activities vary from giving information and education to advise the municipalities to develop their policy. The conclusion of this thesis is that about 50% of the municipalities have formulated policy for sustainable energy. Only one municipality has formulated a policy for wind energy with all the three key elements in it. It looks like the municipality only set symbolic goals to fulfill the political expectations. The developer can facilitate the municipality with their policy with different activities, which depends on the level of ambition of the municipality. The recommendation is that the municipalities approach developers for their policy and that developers actively approach municipalities. In this way there is more chance to realize the government goals on wind energy for 2020.
