Abstract:Climate change results in a higher frequency of extreme weather conditions. This will endanger the functioning of the rail network. Therefore ProRail has set climate adaptation as a main goal: adjust the rail network to and prepare the rail network for the expected extreme weather conditions. Consultancy and engineering firm Movares is supporting and advising ProRail on the theme of climate adaptation. This research has been set up with the goal to improve the advising and supporting role of Movares by analyzing the interests of different stakeholders related to the implementation of climate adaptation at ProRail. The research plan existed of three phases. Within the first phase, the exploratory phase, the subject climate adaptation has been explored in relation to Movares and ProRail by means of conducting interviews with both parties. The findings have been collected in a Stakeholder Analysis. Nine interviews were conducted with Movares and seven with ProRail. These stakeholders have been divided into two groups: experts climate adaptation and managers. Within these groups, there is a distinction between the client and the contractor. The second phase is the in-depth phase. An in-depth research has been done regarding the responsible and influential functions connected to climate adaptive projects and additionally the relative importance of the climate adaptive goal in comparison to conflicting goals have been analyzed by means of the Analytical Hierarchy Process. In the last phase, the evaluation phase, completed or planned climate adaptive measures of ProRail have been tested against the climate adaptive and conflicting goals. Additionally a follow-up analysis has been computed in which the investment costs and relative weights of the importance of the goals have tested as well. Last but not least, the results have been validated by means of validation sessions with experts. The following can be concluded from the exploratory and in-depth phase: climate adaptation is indeed set as a main goal on organizational level, however the translation of this goal to the projects is insufficiently visible. The Handreiking Klimaatadaptatie (Guideline Climate Adaptation) is a tool which helps finding potential climate adaptive measures, however a clear overview of context-specific costs and benefits and associated guidelines regarding the realization of these measures has not yet been developed. Within ProRail, a team Climate Adaptation has been set up which offers support and expertise regarding the subject matter, but within the organization there is a mixed picture of who is the supervisor with ultimate responsibility for the implementation of climate adaptation. In principle, this will be the asset management and there are indeed developments going on but budget and manpower is lacking.
